Hobbs Generating Station- 550 MW Power Plant – 2007

XCEL Energy selected Colorado Energy Management to permit, construct and operate a new gas fired power plant in Lea County New Mexico in order to fulfill the area’s growing power needs. Colorado Energy developed the project together with Genova Power Solutions. Colorado Energy constructed the plant using ‘gray market’ components from two abandoned projects in Mississippi and Tennessee. The plant includes two Mitsubishi ‘F’ Class gas fired combustion turbine/generators and a GE steam turbine/generator with two Aalborg HRSGs. The project includes an air-cooled condenser as opposed to the traditional cooling tower and water cooled condenser. This reduced the demand for precious New Mexico water by approximately 90%.

PETTIGREW & ASSOCIATES provided the 160 acre site ALTA & Topographic Survey for design coupled with a Geotechnical Investigation consisting of 9 original Bore Holes at 50′ depth and an additional 14 Geotechnical Boreholes. We also performed right of way and design surveys for over 10 miles of Off Site Water Lines, Gas Lines, Access roads, etc., and Construction layout surveys for the facility. Materials testing included Soil Resistivity Testing and other Construction Materials testing for construction and permitting.

In addition PETTIGREW & ASSOCIATES provided easement, ROW, design and construction surveying for several miles of 115Kv, and 230 Kv transmission lines in and out of the power station for Southwestern Public Service, a subsidiary of XCEL Energy.
