PETTIGREW & ASSOCIATES, was retained by the City of Hobbs to design the reconstruction and realignment of approximately two miles of Millen Drive, Phase 12 of the Hobbs Bypass System. Millen Drive serves as an urban arterial route from the north and northeast areas of Hobbs to the Lea County Corrections Facility, Lea County Cultural Center, New Mexico Junior College, Lea Regional Hospital and other major industrial and commercial development along NM 18. Funding for the project was uncertain during the scoping and preliminary design phase, therefore allowances were made for the possibility of either NMDOT or federal funding.
The project was initially designed as a five‑lane roadway with curb and gutter and then pared down to a three-lane roadway with roadside drainage. Major design components included; traffic forecasting and capacity analysis, geometric design, concrete and asphalt pavement design, drainage structures and signalization. Upon completion of the design, PETTIGREW & ASSOCIATES was then contracted to provide construction staking and construction materials testing.
